This chapter, Deuteronomy 28, through its very pronouncements of blessings and curses, tells us exactly what Israel will be going through (curses) in the last days. It also shows us the blessings,  which according to the prophecies of the bible, the children of Israel will not be going through them in these last days. Therefore, to find the children of Israel today, one merely has to look at which people scattered over the face of the earth matches up with the curses of the law that are revealed in Deuteronomy 28.
